I'm running OS 8.6 here on this 9500 and the Finder problem
is with a friends 9.2.
I just checked my OS 9 installer and Updates 9.2.1 and 9.2.2
and with 9 the "core" comes down to Base System Soft.,
CPs, Fonts, Help, Multimedia, compatibility, mobility,
networking, printing and utility soft.

Will the installer in this case only add what I have thrown away
(Finder & System File) bypassing what is already installed of the above?
What I'm worried about is, will I have to spend a bunch of time re-setting
the internet/default email Remote Access configurations afterwards, as well as
having to re-install the two updates?

All that for a repeating finder message that won't go away.
It happens at every boot up:
"The application "Finder" has unexpedly quit.  You should save your work in
other
open applications and restart the computer."
Norton Fast Find and Sherlock are not working properly either.
