Bob,

When the 6116CD was made, Apple said it would only go to 72 megs total (8 on
the mother board, plus two 32Meg SIMMs).

I've heard that larger SIMMs work fine though.

As far as the OS goes, I personally prefer 8.6 on the 6116.  I think 9 adds
a lot of overhead without much benefit for the slower machines.  A lot of
people like 8.1 also.
