And, there is no way to predict how long the user will
be on line. With a static IP number -- those insurance
companies, banks, whatever -- the network always has
the same address and is always available. With dialup,
users come and go and it's difficult -- if not
impossible -- to reliably predict how long the dynamic
IP will be connected.

To give a real life example of this: The FBI wanted
the passwords for a mafia don in New York City. They
attempted to hack his system. Because he was on dialup
they couldn't do it. They brought in security experts.
They all said the same thing: Forget it. So, the FBI
had to sneak into the guy's house and install a
keystroke recorder on the guy's PC. (Turned out this
password was either his or a relative's Department of
Corrections identity number.)
