I've purchased several gigs of 128 MB FPM sticks from VU and OWC, always in
multiples of two sticks, with some orders being for eight sticks.

In each new batch, I test these a pair at a time, using TechTool Pro 2, with
all options set, except for the last two.

If a pair passes, these are marked as OK, with the date of the test.

If a pair fails, the sticks are tested individually, and the stick which
fails is returned (actually, it would be a better idea to return the pair, as
the replacement(s) will probably be from a different manufacturing batch,
anyway).

None of my machines still have any low-capacity sticks, except for really,
really old machines, such as 7200s.

Now, in ALL the 128 MB sticks I've purchased from these vendors, only one
stick was bad, and it was pretty obvious why ... one of the two voltage
regulator chips had been omitted during manufacture (this was a two-regulator
stick ... there are some sticks which have only one regulator).

So, this was a manufacturing defect, and one which should have been caught,
but wasn't.

The replacement was indeed from a different batch, and was trouble-free.

Most of the problems, other than manufacturing defects, will be
incompatibilities between the new 4K refresh 128 MB sticks, and older 1K and
2K refresh very low capacity sticks.

My $0.005 worth.
