The flashing "?" in the disk at boot means that your Mac
cannot find a valid system disc to boot from.

As you said, you initialized the hard disk, so there is
nothing there for the computer to read. As you also stated,
you are trying to boot from the CD, but it is giving you
problems.

It has been my experience that older Macs (including your
PowerMac 7500) don't respond well to the holding the "C"
key while booting. A more reliable way to get the CD to
boot is to hold all of the following keys down at the same
time (right after the system start "bong" finishes):

command + option + shift + delete

Hold these keys down until the machine starts to boot from
the CD. Hopefully this will help you out a bit.

I just want to add that the 7500 (and its sisters the 7300
& 7600) is probably one of, if not the best design that
Apple ever made (the 8600/9600 being the other contender).
You really couldn't have picked a better Mac to start with.
