I've tried booting with the CD connected *and* disconnected. I get the same result. With the Disk Tools diskette and the 1st diskette I get a smiling mac that sits there and does nothing. There's nothing else I can disconnect from the logic board and expect the thing to boot. I'm not sure what to do from here. (The HD has been used in a Quadra and works fine).
