8600/G3, OS 9.1, 1 gig RAM, ATI 32 meg Rave, USB, SCSI 3 PCI cards, dual monitors, (second via built in 4 Meg VRAM) 4 SCSI busses worth of peripherals (2 built in, 2 via PCI card) OS is very fat with 3rd party extensions, but had the same problem with the minimum Apple extension set loaded.
To support VM, you would need a minimum of 1025 MB of mostly-contiguous disk space on your boot drive.
IOW, try defragmenting.
