Well, it doesn't work. In point of fact, with the card installed, along with the USB driver software, the mac won't even boot. If I pull the card, the Mac boots. If I trash the USB driver, and leave the card in place, the Mac boots. One oddity is that, with card and USB software installed, even attempting to boot with extensions and control panels off, via holding the shift key down at boot up, the Mac still won't boot. I have to boot from a CD in order to trash the driver software!
I THINK the card is at fault, as there is no power getting to the optic mouse apparently. The LED doesn't light, so that's what leads me to think the card is either dead or not compatible.

The card is indeed compatible; I used one in my 7600 for some time. I suspect your instinct is right, the card is bad. An alternate (and nastier) possiblity would be that your PCI slot is bad, but I'd exchange the card for another.
But before you throw away a card or discard a motherboard how about taking some electronic cleaner and an old toothbrush to the card contact strip and the slot you had it in.. Reinsert the card making sure it is seated, cross your fingers and think happy thoughts. Also familiarize yourself with Scroedinger's cat.
