You've probably never run into it as apple sets it to boot straight into the
mac os when you turn it on.
To access it, normally you have to press cmd-option-o-f  BEFORE the chime
stops, and most of the time this won't even get you into it, as its setup to
communicate via the serial port instead of keyboard/monitor.
