I have tried starting the 630 with a 5400/160. I didn't use ANY PCI cards even removed video and comm slot - the board was empty but the RAM. It didn't work. The fan started spinning but I didn't get no chime nor anything else. I will try a 5500/250 any day now if it makes a difference.
Is there anyone that has built a voltage regulator to turn the 630 power supply into something suitable for a PCI motherboard?

It should be the same as the Color Classic PPC upgrade hacks, try doing a google search.
I remember Color Classics with the same voltage problems when upgrading with PCI logic boards and the original PSU.
