I have a G4-500 B&W. I find that OS X window opening, etc. is slower than OS9, but having said that, the refinements, additions, etc. make it amazing to use. I would not go back to OS 9 just for speed. I use Quark 4.11 in classic mode almost every day, and it seems less responsive than in OS9, but not so much that I would boot into classic mode. Same with Photoshop. In regards to PCI Mac, I ran X on my 9600 G3-400 and found it a tad slow. On that particular machine, with that upgrade, I preferred to use OS 9.
