NTFS is what you mean.
Floppies are always formatted as FAT, just putting the NTFS filesystem on it would eat up almost the entire floppy (a normal one is 2MB, in fact) leaving no room for data. Windows XP doesn't offer NTFS as an option for a floppy.
Therefore, if you're having problems reading a Windows floppy, it's not because it's an NTFS format.
Same for Zip drives. Those you can format as NTFS, but then you run into all sorts of hassles, since NTFS is designed for non-ejectable hard drives.<http://tinyurl.com/4kzno>
OS X 10.4 is supposed to include NTFS volume support.
That said, there's no solution for reading NTFS volumes on a Mac, period, much less OS 9.
