One can use SoundApp to convert a sound file in many sound formats to a System Sound, however one can't edit in SoundApp as far as I can tell.
when using the import to quicktime option in sound app you can select what track and what spot on the track you care to import - you can not copy and paste tracks in sound app but you can import and chooze sise of snippets from cd tracks
