I'm only going to respond to this paragraph because there is no set method to replying to a message. What I know from experience is;
The only place that makes sense to give the answer first is on "Jeopardy". If you belong to several mailing lists and have several threads going on at the same time, it's impossible to keep track of what the questions are and reading the answer first only causes you to have to scroll down to find out what the question was in the first place. That takes twice as long because you have to scroll up again to reread the answer.
There are exceptions to every rule but this is the way the majority does it on the lists I'm subscribed to.....question first, answer second and always delete all extraneous text including the footer. One question comes to mind....do you know about the rules PCWorks has for posting? These pages will answer a lot of your other questions.
