I've seen places where you can buy "OEM" versions of Windows XP. It says
there might not be any manufacturer support. That probably means no windows
updates from their update site, I'm guessing. Is this correct? Can a person
still register the OEM versions?

You can register it by phone. The wizard will give you a toll-free number to
call. You will have to read off a code, then they will give you one back.  I
have done it once, and the person was nice. All they ask for is your first
name to call you by. You can register XP also but is optional and told me
several times before asking.
