I use a dialer utility called "Forever Connected" which has
served me well for many years.  It is a freebie and you can find
it here:

http://hcidesign.com/foreverconnected/download.html

It dials my ISP and if for some reason the connection is dropped,
it automatically redials.  I used it for Win95 and now with
Win98SE. I believe it works with all the Windows.
