Yes, you can format using a '98 floppy, but it will only format in FATxx, not NTFS. XP can be used on NTFS or FAT32.
An OEM CD and a retail CD is the same thing, of course as long as both are FULL versions of XP. OEM just means no manual in most cases, and no retail packaging. I can't find the link about spying from the M$ update site, but an investigative exposi was done on it a while back. Other than checking for valid M$ product ID codes, among the more alarming for only ONE example was M$ finding out about ALL software installed on a PC and periodically contacting those manufacturers and letting them whom was running their software. I don't know whatever became of this. Needless to say, people were inflamed over this, but I don't know if anything was done. What's appalling about this, is the M$ site has the audacity and gall to claim "....the update site will now scan your PC.
