If they only need to change one line of text at a time, they can use the TouchUp Text 
Tool in Acrobat.  (It's the white T on the toolbar in Acrobat 4 and 5; it may be on 
the Advanced Editing toolbar in Acrobat 6.)
If more extensive editing is required, but you want to retain the page layout, you 
might consider using BCL Drake 6.0.  This would allow you to convert the PDF to 
MSWord.  You could then edit the text as needed, then print it back to PDF.  A free
