It's NOT an ISP issue - it's a mail CLIENT issue. AOL, the service, doesn't do this - it's the AOL software that does it. And for that matter, so does EVERY OTHER email client (Outlook, Eudora, Mail.app, etc.) The difference is that the other clients decode it before you ever see it - but older versions of AOL don't :(.
I bet they don't have the most recent version of the AOL software.

No, it does not come with Windows, but it can be downloaded and installed.
