Yes, that may be. To configure the make, I invoked "configure" without any parameters, and didn't notice anything in the readme file which suggested throwing any particular switches for cygwin. I think, rather than e-mailing you privately, we'll discuss this ON the list, because it's not the first time I saw someone having a similar problem under cygwin.
