Zenitar is cool, as I have heard (I still have mine somewhere between Belgium and my dear home city of Prague), but it is a fisheye lens, nevertheless it is known to deliver excellent results for the price, which is usually $95-100.
On German e-bay, there are offers for Cosina 24/2.8 and 20/3.8. They sell for 79 or respectively 129 Euro. 20mm you can find for example here. http://cgi.ebay.de/ws/eBayISAPI.dll?ViewItem&item=3002113501&category=12 877 Cosina/Soligor/contemporary Vivitar or whatever it is named zoom lenses are generally regarded as not very good (or plain bad), but I have not heard anything about these primes. If anyone did, I would be glad for any comments, because I am too considering buying a 20 mm lens... The 24 is vastly superior in terms of flare control. The 19 basically has no flare control, even flaring outside in cloudy bright condition. The 24 also has better sharpness in the corners, and better contrast and slightly bolder colors. I have found the Nikon HN-3 hood will work with the Vivitar 24 with no apparent vignetting. (also works well with the K30/2.8 and FA28-70/4 too) I had the 19/3.8 for about 6 years, ended up giving it to a friend who promptly lost it hiking. He misses it, I don't. If you really want wide, cheap, get the Zenitar 16/2.8. That's a killer lens. If you have any other questions, don't hesitate to ask.
