It is at the file level for sure.

You can even select in the configuration somewhere if that information
should be stored in one globale database, or as a 'sidecar' file in
the same directory as the original PEF file.

The latter is ideal for archiving purposes, you have your raw conversion
settings archived right with the images. Even the CS filebrowser uses
this info to make a best-as-possible thumbnail and preview image ...

(I would hate one monilithic database that keeps growing and growing)
