If your intention is to get one good picture, and you can predict
when the "moment" will come, you can do a great deal better than 
1/10 of a second.

I shoot race cars that travel at speeds of up to 200mph.  At those
kind of speeds a car travels around 30 feet in 1/10 of a second.
If I'm trying for a finish-line shot, capturing the car just as it
crosses the finish line, a more reasonable guess would be that I
can squeeze off the shot to a timing accuracy of around 1/100 of
a second (i.e. with the car within 3 feet of the line).
