Quite frankly I would not be surprised if Shel made the sign and paid them to hold it up. They do not look like they are out on a main street where such beggars usually hang out. The first cop who drove by would probably arrest them for public solicitation (prostitution) if they were.
The other option is they are mentally deficient, in which case their permission tacit or otherwise for him to photograph them is not legally valid.
