Quite agree. I have the 28-80 of which you speak, as well as the 80-200.
Both are very good for zooms, build quality is top-hole, and optics
likewise. And you can get both for less than the price of the Pentax 80-200
f/2.8. No power zoom, but hey!
Main drawback - WEIGHT! These lenses are tanks.

i have a tokina 28-70 f2.8 . build quality is top notch. the has since
been replaced with the 28-70 f2.6-2.8 and that has been replaced with
the 28-80 f2.8. but tokina has always had some of the best "off brand"
lenses made.
