Called public hysteria I believe. Results in witch hunting and such. It
is caused by not using the higher faculties of our minds and reacting to
emotions, usually fear, without any thought process whatsoever. You
would think that the purpose of having a legislature would be to prevent
the results of that becoming law, but it doesn't seem to help at all.
