The same happens in Australia, they can be stationary with 10+ police in a production line style affair by the side of the road. A driver can also be asked to pull over for a breath alcohol test at any time, they also always check licenses during "breath tests". It's a guilty until proven innocent affair, refusal to comply is an offence in its self.
