Oh, if conditions warrant, yes, I really think so.
You'll carefully note, I did NOT say to pull him or her over and harass them. But, to ask where are you going, where do you live, show me some I.D....I think those are reasonable questions. But, if you don't HAVE I.D. on you, and just because you've got a long beard and are dressed funky...that's no reason to detain you.

Stopping you to ask questions and detaining you are two different things.
