I dunno. I have these pipes sticking out the wall with spigots at the end, and an endless supply of clean water emanates from same. I never pay a thing, it just keeps coming and coming, and it seems to be free. And, if that supply were ever cut off, I could just walk down to Lake Ontario, and scoop up as much as I want (mind you, I might want to clean it before I drink it).
