You have also failed to provide any evidence to back up your claim that it is a legal issue. In any case, to answer your question, the system was developed so that the publishers could stagger releases, as you've already said, and so that they could enforce price differences in different regions. There is no benefit whatsoever to the consumer. The benefits, such as they are, are to the producers. The whole thing is a scam designed to rip people off to the maximum extent.
