It is supposed to make the film react to florescent light as if
it were natural light, thereby doing away with the wonky mixed
colour casts when using flash and florescent light together. I
have never been satisfied that it actually works as advertised,
and consequently, if I am shooting in that situation, I
colour-back the flash and lens. I find that has always worked
better for me.
