You're right, it's mostly a win-win situation. But we do have to be careful not 
to enact legislation or controls that cause economic chaos. If for example, the 
west adheres to strict industrial standards and China does not, we could see a 
recession that will make current problems seem miniscule by comparison. So 
there is a potential downside to environmental zeal. But, as you note, plenty 
of upside. Caution is required.
