I think this is a bad idea. If I wanted to submit entries to a juried competition, I would do so. But I want control over which of my images is going into the annual. If there's only going to be one image selected, then I'm only going to submit one image. Equally, if the pictures are going to be selected based on merit, I don't think that it's right to guarantee that *any* image will make it into the book. If you want to limit it to one image per photographer, that's fine. And if you want to offer a critical review of the images to help the photographer decide between some number of choices, that's a good thing to do, too.
