I suspected that this was the reason behind the change in submission
guidelines.  

One of the really great features of the 2008/09 Annual is the way images
on adjacent pages often complement each other.  I'm happy to allow the
editors a bit of freedom in selecting images, if this makes the job of
matching up complementary images a little easier.
