I think this is a bad idea.

If I wanted to submit entries to a juried competition, I would do so.
But I want control over which of my images is going into the annual.
If there's only going to be one image selected, then I'm only going
to submit one image.

Equally, if the pictures are going to be selected based on merit,
I don't think that it's right to guarantee that *any* image will
make it into the book.

If you want to limit it to one image per photographer, that's fine.
And if you want to offer a critical review of the images to help
the photographer decide between some number of choices, that's a
good thing to do, too.  But the final selection should lie with
the photographer.

I agree with John. This first year's book was excellent, seems foolish to change the submission formula. It contains the photographers' picks and reflects their work as they desire.

When I submit to juried exhibitions and competitions, I am often perplexed by what is chosen. But that's the name of the game ... it's the judges' choice. I don't think that's appropriate for a group annual book: I want the photo of mine that I choose to be there or nothing.
