Free, 16 bit processing, there's a windows version, knows about PEF,
there's no Photoshop plugin but it will happily produce a TIFF or PNG
file (I do this two stages with the GIMP -- ufraw for white balance,
brightness curves, saturation, gamma, etc.  and possibly cropping; GIMP
for colour balance, levels tweaking, and sharpening).

It supports batch commands and saving specific settings to a file  so
you can hand-tweak settings for one representative raw file and then do
that to all the others in that batch from the command line. (From the
first image you wind up with up with _igp0020.dng, _igp0020.raw, and
_igp0020.png from the first file; then use the batch commands to apply
_igp0020.raw to _igp0021.dng through _igp0050.dng)

Worked with the K20D even before it knew to crop off the unused sensor
area.

A bit of a learning curve with what all the controls do, but it allows
much fine adjustment.
