These people have incorrect monitor resolutions settings.

In Windows XP, right-click on the desktop and select "properties".
Then click on the "Settings" tab and move the "Screen resolution"
slider and try out a few settings until you find one that looks good.
(In Windows 7 you right-click on the desktop and choose "Screen
resolution directly)


Go to any Official Government Site and look at the Seal for that department.

Play with the aspect ratio of the monitor or TV until it is perfectly round.
