For 35mm?

Get a Minolta Scan Dual III or IV and a copy of VueScan. Flatbeds
don't do well for 35mm.The SDIII/IV generally run around $2-300 on the
used market (Nikons are also good, but far more expensive right now).
The cheap Plustek's are junk.

For MF? Flatbeds are fine, get an epson V500/V600and a
betterscanning.com holder+ANR insert.
