In other tripods I've had or now have, I've found those to be handy for storing threaded adaptors for various uses. For instance, if you have a head that is looking for a 1/4 20 stud sticking up out of the top plate of the legs instead of the usual 3/8 that most heads use to thread onto such a tripod, it could be stored in one of those holes.
