John, few points from this side of the globe.

Fuel price here is order of USD 2 per liter (*). Makes it in excess of USD 7 per gallon in my book. We have only 95 and 98 octane though, so it is 95 octane I am talking about.

I don't think it will make much sense to fill up your tank all too often - the time you'd spend may be more valuable than the fuel savings.

At 31 MPG your fuel economy is excellent. My previous car was at about 28 MPG and current one is at 26 MPG. However, I noticed that if I drive nervously or aggressively I waste much fuel. So, if you have to negotiate lots of traffic, you may want to consider being more smooth, more mindful of your next braking moment, etc.

Interestingly enough, when I started using GPS that was taking into account real time traffic information, I noticed that my fuel economy improved.

Finally, my understanding is that hybrid cars are plentiful in your country and that even second hand ones are not bad at all. May be you can consider buying used Toyota Prius and see if you would get more savings on fuel from simply upgrading the underlying technology of your daily commute. This is surely what I would be thinking of if I lived in USA.
