I'd say they're trying to assess demand, just like they did initially
with the 645D itself. If they sell more than 20 in Japan they'll start
taking orders in the rest of the World.
20 is juts a random number, I'm sure some Japanese beancounter came up
with 46.3027 as the minimum they'd need to cover extra paint costs.
That lacquer paint is expensive, guys! :-D
