Well, I suppose it's a matter of available time. It's difficult enough to keep up with the number of PESOs without trying to critically examine all of the photos in a gallery. But I take your point about a gallery that illustrates a theme. Commenting on how well the images present the theme is definitely worth commenting on. I have no evidence to back it up but I suspect most people here look at galleries in the way I suggested. You've only got to look at how few comments the monthly PUG receives. Sometimes I wonder if anyone, other than the contributors, looks at it.
