I don't know if it's the "best way" to go, but it certainly is an
option. I was thinking that film costs could be kept down by shooting
35mm in the TLR, and not having to change film so often during a
session, while still having the choice of using a larger format. 

I don't know what you mean by the Rollei 80mm being as good as the Leica
lenses.  As has been discussed before, there are many characteristics to
consider when judging a lens, and there are numerous short tele Leica
lenses, and several options for 75mm and 80mm lenses on the Rollei.  One
thing to consider is that shooting 35mm with the Rolleiflex puts the
image in the lenses "sweet spot" whereas with the Leica, and other 35mm
cameras, one must use the entire lens to get the same image size, with
all that entails.
