I think what he meant was:
On APS-C you can use it as a macro lens or a normal lens
On full-frame you can use it only as a macro lens

This would be expected for a crop-format lens: At normal distances its
image circle is only big enough to cover an APS-C sensor. La closer
distances, where the lens is extended far from the focal plane, it
will cover larger sensors.

I'd never thought of it before, but this would apply to any macro lens
that's designed for crop sensors.
