I think what he meant was: On APS-C you can use it as a macro lens or a normal lens On full-frame you can use it only as a macro lens This would be expected for a crop-format lens: At normal distances its image circle is only big enough to cover an APS-C sensor. La closer distances, where the lens is extended far from the focal plane, it will cover larger sensors.
