Dave, my wife’s iPad mini is on 12.1.4 Not sure the mini version but I gave it to her 12-25-2014 so four years old. She virtually never connects the mini to her computer, only when I nag her that she should do a backup before we travel. Her update notifications come via Notifications, they are downloaded via our home WiFi. Not sure of your setup, but it sounds like your pipes are frozen. (That was intended as a metaphorical reference reflecting our recent weather, not some arcane technical jargon.) Something in your workflow/setup is seriously under optimized.
