The only cable outage I've noticed was back during the ice storm this past winter. I was out for several days. If there have been outages since then, they have been at times when I wasn't looking. (Maybe once. See below.)
Back during the AT&T days (and probably during the TCI days, too), I would have to power down my cable modem from time to time (weeks or months apart) in order to restore service. I don't know if it's because I was one of the last to replace my old cable modem with the RCA unit I now have or not, but I only remember having to cycle it's power once this year, which doesn't seem that bad to me.
As far as the "new improved" speed is concerned, I haven't noticed. I don't download that many large files, though.
It's probably a good thing that I'm happy with Comcast. Out here in unincorporated Clackamas County, I don't have another high speed option.
