My understanding is that upstream (in Qwest-land) has improved
recently and can now be substantially better than with Comcast at the
low end.  Downstream has also improved recently (1.5Mbps?) with DSL,
and is still probably not quite as good as Comcast.  

I have had both for about three years.  Recently, I have had numerous
cable outages and no DSL outages.  I am probably about to finally
ditch the Comcast, but haven't quite gotten around to it yet.  Having
both does provide a certain robustness, but it isn't cheap.

Another option is Speakeasy.  My understanding is that they use a
non-Qwest (Covad??) carrier and you never talk to the phone company at
all.  

Another thing to consider is whether you want to share service via
wifi (ala personaltelco.net).  On Comcast this is verboten, but
numerous DSL services are fine with it, including aracnet, speakeasy,
etc.
