You might be stuck with Qwest if that's a requirement. Not recommended.
I believe you can now get DSL without phone service. A friend of mine just got DSL through Easystreet without phone service. Using Qwest of course. But at least they didn't have to buy the phone service to get it.

That's always been my reason for not going with DSL. Didn't want a phone also. I'd be interested in price/speed comparisons if that wasn't the case now.
