I set my 0603's up with a padsize of 32 mil , outline of 28 mil pad centre to overlay centre and place them using component grid of 8 mil and snap grid of 4 mil. This allows placment so that the overlays can sit on top of its neighbours overlay exactly and there is 24 thou clearance between pads. Then normal 8/8 routing can be used and a track can go between adjacent 0603 underneath the overlay with no DRC errors.
