The most precise re-edition of the original Moore-Aveling translation is probably the Marx Engels Gesamtausgabe MEGA II/9. (The MECW edition has been somewhat modernized). The sentence under discussion should be on p. 655 of MEGA II/9, but it is not.
The Moore-Aveling translation is based on the 3rd German edition which is MEGA II/8. I don't have MEGA II/8 here. The last edition finished by Marx himself is the second edition, re-published in 1987 as Ullstein Materialien and also as MEGA II/6. The Ullstein edition keeps track of the difference between the 2nd and later editions. Footnote * on p. 697 says that the entire paragraph with the Bank of England is new in the third and later editions and cannot be found in the second edition. This footnote implies that the text in the 3rd and 4th edition is identical, but I'd rather check this myself.
